Using DDI Lifecycle and XLIFF for cross-national surveys

Abstract


Current large scale assessment surveys in educational sciences on international level have complex processes for the individual country like multiple rounds of double translation, reconciliation and verification to accomodate quality needs. Sometimes a multitude of countries (e.g. PISA 2015 - 70 participating countries) has to be supported in different national languages (e.g. Spain - all five national languages used in PIAAC 2011). The Technology Based Assessment group at DIPF therefore decided to implement the XML-based XLIFF standard to address these needs in surveys like OECD PISA 2009/2012 and PIAAC 2011. As the same group is also involved in utilizing DDI Lifecycle in their tools like the Metadata Editor for describing complex questionnaires in national surveys (e.g. NEPS - the German National Educational Panel Study) the idea is to combine both XML-based standards in the next round of implementation of tools to support complex translation procedures. This session will describe the work done in previous studies like the further development of the Open Language Translator (OLT) for XLIFF support and the tools developed for DDI to give an outlook to the future how both requirements will be handled in one infrastructure tool (e.g. utilizing XLIFF to support translations in DDI).
