Abstract
Focusing on the Consumer and Provider viewpoint, this presentation highlights the potential in evaluating local reform movements in health services delivery—both at the client level where services are received, and at the provider level where services are coordinated. As part of a larger study evaluating the delivery of innovative client health care services, this study highlights the duplicity as well as the uniqueness of certain forms of inquiry to inform policy decisions at the local level. Looking specifically at localized initiatives, this study utilizes both the available local information (the Who & What) as well as gathers the more difficult information on the How and Why. It does so by designing a research plan that incorporates the voices of those giving and those receiving these health services.
